                    <text>During the week, meetings were held with the
National Reconciliation Commission, the Archbishop, the Human Rights Attorney, the newlyestablished International Red Cross and the Congressional Human Rights Commission. A series of
meetings also took place with unions and other
popular sectors. Included in the meetings were
the Unity for Labor and Popular Action (UASP),

labor federations (UNSITRAGUA, CUSG, CTGT,
FENASTEG), some of the largest unions
(STINDE) and a student coordinating body
representing several campus associations.

On July 4th or 5th, Maria Elena Gaspar Xumpax (21 years old), a Canjobal Indian who has
resided in Indiantown, Florida, since 197~ was
abducted when she returned to her village in the
Huehuetenango Province of Guatemala. Gagged
and blindfolded on the street in Barillas, she was
taken away in a car by men in plainclothes. She
was held incommunicado without food for more
than three days, and was apparently tortured.
Maria Elena has now been released and is back
home in Florida.

                    <text>A Mbya family experiences the frustration of being
evicted from their native homeland, in Estancia Las
Golondrinas.

On June 13-17, 1988, the Centro de Estudios
Humanitarios (CEDUL), the Universidad Catolica, both in Paraguay and the Centro Ecumenico
de Documentac;ao (CEDI), and the Centro de
Trabalho Indigenista from Brazil, organized a conference in Asuncion. The purpose was to analyze
the consequences of major development projects
in Par~guay and Brazil. Several Indigenous Representatives attended the conference. They discussed four fundamental points:
(1) In Brazil and Paraguay, the socio-cultural
rights and language of the Indigenous people are
not recognized nor do they have a right to be
different.
(2) The governments treat Indigenous land as
"no man's land" and make it available for development projects, such as roads, hydroelectric plants,
colonization or exploitation of the natural
resources.
(3) The people who are affected by these
development projects are neither consulted nor

incorporated in the planning process, even
though such measures have drastic effects such as
loss of lands, forced migrations, a deterioration of
health care and social disorganization.
(4) Frequently, these projects respond to
national or international interests which are alien
to the reality of Indigenous peoples as well as to
the regional communities that are being affected
by these plans.
There were eleven important recommendations passed at this conference which are available
upon request. In summary, the recommendations
define the rights of Indigenous people to determine their destiny, including direct participation
and consultation in any development projects,
their right to define the criteria for land demarcations, and that any development projects consider
the concepts of self-sufficiency and renovation of
natural resources.

                    <text>In 1982 the Paraguayan government started to
implement the Caazapa -Project, which is an
Agrodevelopment Project co-financed by. the
World Bank-which contributed $31 million.
Despite changes in World Bank lending policies in recent years, its projects continue to have
significant impacts on native people. In 1982, the
World Bank demanded of the government of Paraguay the legalization of Indian lands in the region
affected by the Caazapa Project. Seven years later,
most lands of 21 Indian communities of the Mbya
Guarani and Ach people are still pending legalization. Instead, the government proposes smaller
areas, ignoring the Indian's claims to their traditional lands. Although the Caazapa Project is
supposed to benefit Indian communities as stipulated in the contract, once more economic development for private interests are in conflict with
the well-being of the regional inhabitants.
As a World Bank staff said: "I don't think that
the current regime is going to solve the terrible
conditions where Indian people are living. They
are responsible for that situation: the military and
some of the people in the government are control.fing the land.''
